What do Bounce rates measure?

A website bounce rate measures the number of people who visit one page and leave. The formula is Bounce Rate = Total Number of Visits Viewing One Page / Total Number of Visits.
Many people reckon it is a measure of the effectiveness of the landing page, although for a news site a more effective measure would be the dwell time of bouncers.
Personally I think a high bounce rate might also mean my exclusion list for my adword terms is too short. Mind you when looking at a beautifully crafted landing page it is sometimes hard to kill your babies.
