New Technology Quote

I half heard this on the Radio today and did not catch who said it orignially or the exact words... but it is still brilliant.
"A new technology is something that does not work properly yet"

The context of the quote was a more or less
"Every media is a technology. Books and newspapers are a technology. What markes out and defines new technology is that it does not work properly yet"

I went to the Radio 4 website to listen again to get the exact quote and the programme was not available for listen again... must be a new technology then.
